Question: At least 30 years ago my grandfather bought a lot in a subdivision called Cochise College Park in southeastern Arizona. I think that he paid $5,000 cash for this lot. Anyhow, my grandfather passed away several years ago and my mother recently passed away. The bill for the property taxes is only a few dollars a year and we have always paid the property taxes. Is it worth the cost to probate this lot? Is the lot even worth anything?
Answer: Unfortunately, the lot may not be worth enough to even continue paying the property taxes. The reason is that lots sold in the Cochise College Park subdivision generally had no roads and no utilities such as water, electricity, and phone. You should contact a probate lawyer and an appraiser in southeastern Arizona who should have some experience with lots that were sold in the Cochise College Park subdivision years ago. If the lot purchased by your grandfather has any value, your grandfather’s heirs could acquire title to the lot.
By way of history, in the 1970s an individual named Ned Warren developed numerous subdivisions in Arizona, including subdivisions still basically worthless today like Cochise College Park, but also subdivisions which ultimately became very valuable like Prescott Valley (in the 1970s Prescott Valley was primarily populated by a herd of antelope!). There was no regulation of subdivisions in Arizona in those days. Mr. Warren, who became known as the “Godfather of Arizona Land Fraud,” should also be known as the “Godfather of Subdivision Regulation,” because he is the primary reason that today there is regulation of subdivisions in Arizona. Mr. Warren advertised these worthless subdivisions, allegedly “within shouting distance of the Grand Canyon,” in magazines such as Reader’s Digest all over the United States and in Europe. Mr. Warren was convicted of extortion relating to land fraud. On the day before his CPA was scheduled to testify at Mr. Warren’s trial, his CPA was murdered in a parking garage on Central Avenue in Phoenix. (This murder was never solved, but was believed to be committed by two mobsters from Detroit or Chicago.)
For those who long for the good old days, at the same time that Mr. Warren was the Godfather of Arizona Land Fraud, the Commissioner of the Arizona Department of Real Estate was allegedly murdered after being accused of corruption with Mr. Warren (plus accused of selling real estate broker’s licenses for $500 without requiring attendance at classes, or even a test!); and the Arizona Republic investigative reporter Don Bolles was fatally injured when his car was bombed as a reprisal for his expose of land fraud activities (whose murder has never been solved).

Inside the mysterious lot of land Donald Trump owns in Florida’s swamplands
The quarter-acre parcel brings in no income, has no natural resources and has environmental restrictions. So why does the president still maintain it?
Amid the gilded tower blocks, luxury hotels and high-end golf clubs of Donald Trump’s vast global property portfolio is a much smaller holding that looks more than a little out of place.
It’s a quarter-acre lot of overgrown woodland in one of Florida’s poorest counties that the US president has owned and paid property taxes on since 2005 – having bought it for $1 from a woman who owned a photographic studio specialising in adult lingerie shoots.
The plot brings in no income, has no roads, pavement or immediate prospect for development, and provides an environment that is friendly only to the swarms of mosquitoes that thrive in the humidity of the scorching Floridasummer.

Trump’s interest in such a tiny and inaccessible plot of land in Sebring, 120 miles from the garish surroundings of his coastal Mar-a-Lago palace in Palm Beach, is a mystery to those familiar with the area.
“Your guess is as good as mine,” said Raymond MacIntyre, property appraiser for Highlands County, a region of central Florida popular with retirees and prime growing territory for the orange groves of the state’s struggling citrus industry.
“Like so many of these plots of land in our county, you need a Jeep, a helicopter or a parachute just to get to it. But the property tax bill gets sent to Trump Tower in New York every year, and every year the taxes get paid.”
Trump’s small parcel of land, for which records show he paid $69.87 in taxes in 2016, is one of hundreds of similarly sized and individually owned lots in an area west of Sebring’s Lake Jackson known as Orange Blossom Estates.
In the late 1960s, a company called Land Services Sebring acquired large tracts of county land and sold subdivisions with the intention of developing them into homesteads. Florida’s era of land speculation was at its peak, McIntyre says, and developers were clamouring for a piece of the action.

The company, however, became mired in a number of lawsuits and eventually folded, leaving landowners with effectively worthless lots. Some were privately developed but many more, including the majority of those in the neighborhood where the Trump lot is located, remain untouched. County records list thousands of single undeveloped plots that have been vacant for decades.
New laws now require developers to provide infrastructure such as roads, sewage and drainage before they can split and sell lots. But the regulations are too late for those whose land is accessible only by mud tracks, or in many cases not at all.
“For many of these land owners, they’ll pay more in property taxes in 15 years than the land is actually worth,” McIntyre says.
All of which makes Trump’s interest in the land, valued at only $4,280 according to the county roll, all the more curious. There are no natural resources such as gas or oil anywhere close, the county’s zoning department says. There is a nearby golf course, but it is municipally owned and not available for development. Furthermore, there are environmental restrictions on the land, which features a protected, endemic Florida grass called cut-throat, which would place further obstacles in the way of any new development.
“It’s beautiful, peaceful and quiet around here just the way it is,” said Clovena Minkah, Trump’s “next-door neighbour” who has lived there for 20 years and whose house occupies the only developed lot in the immediate vicinity.
“The deer sometimes come and sit in the yard and it only gets noisy when the kids come through on their ATVs [all-terrain vehicles] at night. And the track to my house floods every time it rains. I’ve been trying to get the county to fix that for years.”

The circumstances of Trump’s acquisition of the land, meanwhile, are equally as bewildering as his reasons for maintaining it for more than a decade. It was effectively gifted to him for $1 in July 2005 by a woman named Nazeema Carrico, who was listed in Palm Beach County records as the owner of a photographic studio specialising in adult lingerie shoots.
Carrico owned the land for only a few weeks, having bought it in June 2005 for $3,300 from a man in Ohio, who died earlier this year.
Since her divorce in 2015, Carrico, 41, now goes by the name of Nazeema Moonab and lives in a $550,000 mansion in Covington, Georgia. Records show that members of her family continue to own hundreds of small, undeveloped plots of land in Highlands County, but Carrico surrendered her own joint ownership in about 50 more to her former husband as part of a divorce settlement.
Carrico did not return messages from the Guardian seeking comment and removed her Facebook and Instagram profiles the same day the requests were made. A cousin of Carrico’s in Tamarac, South Florida, denied knowing anything about her, and two other close relatives reached by telephone elsewhere in the state hung up on the calls.
Trump’s Sebring “neighbours” are puzzled as to how the president, himself a prolific property developer, benefits from owning the land. Rosa Salmeron, 56, paid $12,000 for an adjacent lot in 2005 that is now valued at a fraction of that and says she is not expecting to be chatting with him over a garden fence any time soon.
“I wouldn’t have anything to say to him anyway,” said Salmeron, who lives in South Florida and admits she has never visited the plot of land she owns.
“I bought it as a land investment, not for development, but it never worked out. I’m surprised that Trump would also be an owner.”
The Trump Organization, which manages Trump’s portfolio of real estate holdings, did not respond to requests for comment.

Zachary Lazar’s father died in 1975 of distinctly unnatural causes in a stairwell at a Phoenix parking garage. His name was Ed Lazar, and he was an accountant with ties to the once-booming land-fraud community in Arizona. Though Ed Lazar’s younger son, Zachary, did not know his father well, he has written a pungent-sounding but maddeningly vague book about Ed’s murder. Thanks to Mr. Lazar’s strenuously literary efforts, total strangers can now find themselves baffled by the Ed Lazar story, too.
The younger Mr. Lazar is best known as the author of last year’s “Sway,” a novel of the 1960s that used provocatively chosen outlaw types — a filmmaker (Kenneth Anger), a Charles Manson acolyte (Bobby Beausoleil), a Rolling Stone (Brian Jones) — as fictitious playthings. Having thus established his toehold in the realm of presumption, Mr. Lazar now goes on to funnel thoughts into the mind of his own father.
It’s a nervy tactic but not an unworkable one. The problem lies more with the vapidity of Mr. Lazar’s imaginings than with the extremely confusing nature of his father’s business troubles.
Here’s one danger sign: the book’s most eloquent evocations of this era of Southwestern real-estate swindling come from a newspaper, The Arizona Republic. (Ed Lazar’s story is loosely linked to the case of Don Bolles, an investigative reporter for The Republic who wrote on land swindles, bribery, influence peddling and possible mob connections. Mr. Bolles died in June 1976, 11 days after a remote-detonated bomb exploded beneath the driver’s seat of his car.)
The Republic described “a lurid period in Arizona’s history — the late 1960s and 1970s — when land-fraud artists roamed the state in sharp suits, gouging money from buyers and investors across the country and the world.” Most egregiously, these shady real estate deals victimized American Air Force pilots who were stationed in Japan but wanted home sites in the United States. Ed Lazar became associated with the kinds of schemers who sold these servicemen rocky desert land that looked “like goat’s country.”Continue reading the main story
Their sales pitches were not fettered by questions like whether the sellers owned the land, whether the land could be built upon, whether the land was being sold and resold to unsuspecting multiple owners or even whether the land existed. Some of it was truly mysterious, in areas much too remote for prospective buyers to make reconnaissance visits.
Ed Lazar was involved in the bookkeeping end of an alphabet-soup Ponzi scheme that had possible mob connections. Companies known as CAC, CMC and CMS talked up real estate developments with almost interchangeable names (Chino Valley, Chino Grande) in a process that “Evening’s Empire” describes this way: “not the sale of land but the generation of contracts and mortgages, indebitures that could be sold to a third party — a bank or an investor — or used as collateral for a loan — abstraction upon abstraction, world without end.” Translation: you don’t get the particulars? Relax. Mr. Lazar doesn’t get them either.

What he does grasp and very much wants to convey is that Ed Lazar was someone special. “He was not your average C.P.A.,” he writes with a son’s understandable pride. There is also a backhanded pride in the book’s assertions that Ed Lazar’s draft of a letter touting certain home sites made its way, 24 hours later, onto the signed stationery of Senator Barry Goldwater of Arizona, and that the Lazar murder was important enough to be covered by Walter Cronkite.
But precious little data about Ed Lazar is as definite as that. “Evening’s Empire” quotes a memo from one journalist reading this way: “Several different profiles have emerged of Lazar — a ‘sheep,’ an aggressor, a devoted husband, a swinger — but no one seems sure which description fits best.”
How does a writer discuss a subject he doesn’t understand? In this case by invoking a son’s privilege, calling his book “a kind of conjuration” and acknowledging his iffy tactics. “You piece together what you know and imagine how things could have played out in rooms 40 years ago, most of the players long since dead,” writes Mr. Lazar, who was a young schoolboy when his father was killed.

Yet this fails to justify feeble padding (“at all times, the most unlikely situations are unfolding all around us”), eager embroidery (“Ed turned the glass in his hand, feeling the moisture bleed through the tufted cocktail napkin”), amateurish photos ( Mr. Lazar’s grandparents beaming like fans at the B-movie actor and part-time paid real estate spokesman Cesar Romero) and flat-out silliness. “The house could seem almost holy in its lack of artifice,” he writes by way of explaining that his grandparents’ house had plastic furniture covers and plastic fruit.
It’s not easy to find fault with a child’s effort to reclaim his lost parent. But Mr. Lazar truly asks for such treatment by exploiting even his own uncertainty over whether he can say anything worthwhile.
“I’ve had this memory for years,” he writes, describing the sight of his father removing files from an office that looks like a film-noir set. “I don’t know what it means. It comes back periodically, without connection to anything in my current life, and though it seems suggestive, it also seems meaningless, interestingly but only spuriously so.”
It’s a terrible idea to call your memories pointless unless you want readers to agree.
In the end, Mr. Lazar’s book does sound one resonant complaint about his father’s death: “He was murdered twice.” First he was targeted (while en route to testify to a grand jury) by mob hit men and shot in that stairwell. Then he was character-assassinated as the Arizona real estate crime wave drew intense scrutiny. And now? Well, he has been summoned.
But “Evening’s Empire” isn’t able to make sense of his death. And, even on the page, it can’t bring him back to life.
